FLUSHING, NEW YORK—On June 6, 2008, volunteers at the service center for quitting the Chinese Communist Party (CCP) in Flushing, New York exposed the common tactics used by the Chinese Communist Party—local CCP-trained individuals dress up as pedestrians to stir up conflict.

"I am not against Falun Gong, nor a communist party member, I am very neutral." Outside a Starbucks on June 6, a man in his mid 40s queried Ms. Zhang, who is a volunteer for the Flushing service center for quitting the CCP. Before Zhang could respond, the man immediately asked her: "Why are Falun Gong practitioners still playing drums in their marching band while Sichuan earthquake relief activities are seen in China and aboard?" he asked.

Zhang explained that the marching band played for the parade supporting the 37 million people who've publicly withdrawn from the CCP and its affiliated organizations, and had nothing to do with the Sichuan earthquake relief efforts. In fact, prior to the rally, Falun Gong practitioners took time to mourn for the earthquake victims.

"Before I could finish my sentence, the man started shouting at me and said, "When China was facing this disaster, Falun Gong played drums and musical instruments; wasn't their taking pleasure in the calamity of others?" Just then, Zhang explained that several passersby surrounded her, and started to point fingers at her. They all joined in to angrily accuse Falun Gong of disrupting relief efforts.

"The shouting made many pedestrians gather around, and the several people became even more excited and angry, inciting others to stir up trouble," remembers Zhang. In the face of such a sudden attack, Zhang wasn't mentally prepared to deal with it, but she soon realized that this might be a trap set by CCP spies.

"Why on the day following the earthquake did the Chinese communist regime still play drums and music to celebrate Olympic Torch Relay? Wasn't the CCP celebrating?" Zhang retorted. "Plus, the activities for quitting the CCP, organized by Falun Gong practitioners, have lasted years. Why would it have anything to do with the disruption of relief efforts? Wasn't this to incite hatred among those who didn't know the facts?"

"As to the claim that Falun Gong practitioners didn't donate money for earthquake relief, why should they have to report to you when they make donations?" Zhang asked her assailants.

Despite her logic, Zhang's counter questioning did not seem to sway these individuals. "They were very arrogant, and wouldn't let anyone say a word. It was their intention to consume your energy, and disturb your work," said Zhang. After Zhang was sure these people were CCP spies, she called 911, and the troublemakers immediately fled.

Zhang continued to observe this group of people, and found out they were at another site of the service center for quitting the CCP. They used the same words as if they were trained from the same script. Once they stirred up trouble, they would keep repeating the same questions with greater intensity. "They want people to think they are just ordinary pedestrians, but in fact, they are playing an act. It was fake," said Zhang.

CCP Incites Flushing Mobs

Since May 17, 2008, the Flushing service center for quitting the CCP has been repeatedly attacked by large mobs trained and paid for by the CCP. Volunteers at the site of the service center have also been beaten by these assailants. Evidence suggests that these incidents have been directly guided and planned by Zhou Yongkang, secretary of the Central Political and Legislative Committee of the CCP. These attacks have fostered further rounds of violence based on these fabricated stories.

Since June, under the surveillance of the New York Police Department, Flushing has slowly returned to normal. The service center for quitting the CCP, which was temporally relocated due to this constant interference and disruption, returned to its original location—in front of the Queens Library in Flushing. Meanwhile, four more service centers have been set up in the central area of Flushing. However, at each site, as well as Epoch Times distribution sites in the area, these CCP-trained spies come to stir up trouble everyday.

Zhang explained that some of these CCP spies are even disguised as Falun Gong practitioners and intentionally create disturbances.

Mr. Wang, a volunteer at the service center for quitting the CCP in front of the Golden Square explained that these CCP spies often use very cunning tactics to cause disruption. He said that they gather in groups of three or five and recite their script. First, they curse the CCP, and then proclaim that they were persecuted by the Chinese authorities.

"After that they raise questions to incite anger, luring you to debate with them. Their dialogue is intentionally designed to create a scene, making passersby believe that ordinary people are all anti-Falun Gong practitioners," said Wang. "They attract pedestrians with their act, and in this way they are able to spread hatred."

"After I had been here for a while, I could recognize the ugly faces of those spies," Wang continued. "Everyday they came here to work according to fixed schedule. The same faces come and go, some pretend to be purchasing merchandise, some stand a few feet away, and monitor you behind their sunglasses. As long as you speak, others will close in to listen."

"In fact, these people are pretty poor, who are like pawns in the CCP's game. Just for the benefit of a little money, they let others manipulate them at will. After the CCP uses them up, they are being sold," said Wang.
