Beijing Controls Overseas Media, Chinese Students and Groups

I've read much news recently about how Beijing controls overseas Chinese groups. These groups, sponsored by the Chinese Communist Party (CCP), are in fact extensions of the CCP's power.

My father used to be in charge of the Education Division of the Chinese Embassy in France. I had the opportunity to see and hear how the CCP, through every possible avenue, placed its special agents and bought off local Chinese to be their special agents in foreign counties.

The control exerted on overseas Chinese by the CCP uses pretexts such as patriotism, cultural exchange, foreign affairs, and education to entice them to become CCP spies .I do not agree with any of these reasons. I want to expose them and let more people know all of the CCP's secrets which have been kept behind closed doors.

Overseas Media Control

The CCP's strategy of brainwashing overseas Chinese has been going on for a very long time. I once had dinner with several friends. One of them was a founder of a major Chinese newspaper in Europe, Nouvelles d'Europe ( The European Times ). He said in the 60s or 70s, he and several of his friends wanted to start a newspaper to serve the Chinese community but the Chinese Embassy refused to help.

When the newspaper became popular, the CCP invited them to Beijing. Liao Chengzhi, former Vice Chairman of the CCP and former member of the People's Congress Standing Committee, personally met with him. Liao wanted to sponsor the newspaper and told him the content didn't matter, even if it contained porn, as long as the newspaper adhered to the CCP.

I was shocked because Liao came from an academic family. The CCP had purposely created an intellectual and open image for him. I couldn't believe he would do something this low in order to brainwash overseas Chinese.

Today The European Times is a loyal CCP mouthpiece. The newspaper takes financial bribes from the CCP and even employs several reporters sent by the CCP. I heard that in the last couple of years the French security departments have substantially increased their efforts to counter the CCP's espionage. The French videotape and follow CCP spies, and also intercept their phone calls. They even encourage the Chinese to report suspicious people to them.

Through experience, I know the French authority rigorously questions Chinese students in France when they apply for residency or citizenship. The students are turned down if they are found to be CCP spies. I feel sorry for these Chinese students because they live on the edge to work for the CCP and have lost their future.

A few years ago, a friend told me he went to The European Times to reason with them on an issue. As he was waiting for the manager, a staff member came to him and whispered, "Forget about reasoning with them (people in charge). It's useless; they are all CCP special agents."

Today it is a known fact the CCP specifically focuses on infiltrating media in all countries. Reporters sent by the CCP's major media to France are basically special agents. A friend of mine saw with his own eyes a photo of a reporter, who is stationed in France, in a Chinese military uniform.

Overseas Student Organizations

The overseas Chinese students and visiting scholars are a group the CCP always infiltrates. This is directly executed by the Education Division of the Chinese Embassy. The officials who work in the Education Division come from the CCP's education system including universities and the Chinese Academy of Sciences.

These people have plenty of experience controlling students and scholars. Students and visiting scholars call the officials in the embassy's Education Division "teachers."

Students and scholars are automatically placed in a subordinate position. If these students want to have a good job after they graduate and go back to China, they need a good recommendation from the Education Division.

As a result, it's these students who rush to establish all kinds of student associations, professional groups, and organize activities. All Chinese students and scholars want the recommendation and support of the Education Division. The officials' personal preferences and political power decide who they will support.

Stimulating Student Loyalty

According to the CCP's system, every member of the Education Office of the embassy or Consul General, ranging from the counselor to the secretary, ascertains each student's loyalty towards the CCP, and then classify a student's performance as "good" or "poor." The so-called "poor" ones are not allowed to be appointed as officers or to be in charge of the student organization.

The key is that in any significant issue recognized by the CCP, the "good one" should be very aggressively involved and cooperate entirely. No opposition towards the CCP is allowed. They are also required to declare their attitude towards the issue and express the same opinion as the CCP.

The issues involve all aspects, ranging from democracy, human rights, world trade, Taiwan, Falun Gong, Tibet, 2008 Olympics, and so on. The CCP's declarations ensure that the head of the student organization coerces the rest of the students in the organization, which then becomes a propaganda tool of the CCP overseas.

All leaders of student organizations are required to "talk" to the Chinese Embassy to ensure the consensus and loyalty of the student leaders towards the Party. The award for being a CCP stoolie is financial support for the student organization. Any student organizations wishing to be supported or funded by the Education Office will certainly do as they are told.

Is there any difference between a student organization such as this and the secret service of the CCP? They are only hidden by their student status. Yet it is the students who are the real victims.

CCP Targets Overseas Chinese Leaders

CCP has also penetrated and is now in control of local overseas Chinese leaders. One of my friends was invited to the "National Day" celebration in Tiananmen Square. Right after the ceremony, the CCTV requested an interview asking him to comment and defame the Falun Gong. This experienced friend turned down the interview tactfully.

The CCP has spent millions in the campaign of persecuting Falun Gong. Many of my friends have also been contacted and/or bribed by the CCP to defame Falun Gong overseas. A Christian friend of mine revealed that a CCP secret agent had invited him to China to discuss how to collect information in France about the Falun Gong. He refused the invitation with the excuse of being too involved in business. The agent claimed that the CCP would pay him for any financial loss. He did not go.
