Han Guangsheng is the former Chief of the Justice Bureau in Shenyang City. He defected to Canada in 2001. The following is the speech he made at a "Will Communism in China End Soon?" forum at University of Toronto, Canada.
After experiencing the lengthy and painful process of being completely loyal to the Chinese Communist Party (CCP) to being suspicious and disappointed and in total despair, I defected and resigned from all posts internal and external that I held to the CCP in September 2001. Recently I went public to expose the evilness of the CCP.
What I would like to share with you today is why I have broken away from and exposed the current state of the CCP. I hope my speech can help you gain a clearer understanding of the CCP. In the end I will propose a way out for the CCP.
The CCP keeps proclaiming that the people’s interest is above all. Is this true? In reality, looking at the critical moments in history when people wanted change, one can see clearly that the CCP is in fact regarding its own Party’s interest above all.
For example, the anti-rightist movement, the Cultural Revolution, the 1989 Tiananmen Square Massacre where many defenseless students were killed, and the ongoing violent persecution of Falun Gong that started since 1999 which is yet another well known calamity.
I have personally witnessed the effects of the persecution of Falun Gong before I defected. The CCP has established a Gestapo like organization called the 6-10 office, named after the date it was set up, to persecute Falun Gong. The 6-10 office spans from the Central Party Committee to the Party committees in all provinces and cities across the country. It is headed by Luo Gan, the secretary of the Committee of Political and Legislative Affairs. The public security bureau, the procuratorate, the court, the judicial bureau and the bureau of Civil Affairs are all members of the 6-10 office. That is all levels of the government departments follow orders from the 6-10 office which was led by the Central Party Committee, standing above the Constitution and the law. At the same time, all relevant orders are passed verbally without written documents. Moreover, the sections, counties, and bureaus all follow the orders and the uniform coordination of the 6-10 office in persecuting Falun Gong.
In Shenyang, a deputy director secretary of the municipal Party committee was in charge of the 6-10 office.
Tens of thousands of Falun Gong practitioners, who simply practice Falun Gong as a spiritual belief, have been sent to labor camps without any legal trial even though they never broke any law or the Constitution. They have been deprived of freedom, and subjected to forced brainwashing and torture. Many have been persecuted to death. As a consequence, many families have suffered.
In the 4 labor camps under my jurisdiction, there are usually about 1000 male inmates. After the persecution of Falun Gong began, 3 of the labor camps saw as many as 500 Falun Gong practitioners being detained at a time. I know the torture methods used on Falun Gong practitioners in the labor camp system includes being electrically shocked with 15,000 volt electric baton. I found out that even a 15-year-old girl was tortured this way. There is forced brainwashing, sleep deprivation for up to 3 days and nights, piercing legs with needles to force the Falun Gong practitioners to give up their belief. They also force practitioners who gave up their belief against their will to brainwash those who haven’t given up. Slave labor is also incorporated along with the mental and physical torture. The products made mainly for export include Christmas trees, Christmas ornaments, and small craftwork. Though I tried my best to protect Falun Gong practitioners, what I was able to do was very limited.
Suppression of Falun Gong is a major economic bleeding for China. The annual expense for the 4 labor camps under my jurisdiction was normally about 10 million yuan (about 1.5 million Canadian dollars) per year. After the persecution of Falun Gong began, the expansion of detention locations, addition of audio equipment and TV used for brainwashing, and subsidiary for reformatory officers, the annual increase of 7 to 8 million yuan in funding was required, an increase of 70% to 80%. This is not taking account of the Ma Sanjia labor camp in Shenyang, which was not under my jurisdiction. The public security system’s expense in persecuting Falun Gong occupies the biggest portion, roughly twice the judicial system’s expense or more. This is the annual expense of only just 2 systems in one city. In the past 6 years, the total expense incurred in the persecution of Falun Gong across China is estimated to be possibly hundreds of billions of Canadian dollars.
Some people do not understand why the CCP persecutes Falun Gong. The reason is quite simple, the despotic nature of the CCP makes the CCP unable to tolerate more and more people following Mr. Li Hongzhi and deviating from the CCP’s rule of fear and violence. In order to maintain its one-party centralized rule, the CCP is not afraid of facing universal condemnation, nor does it care that its hands are soaked with people’s blood. This is the nature of the CCP.
The CCP keeps proclaiming that the route of its ideology is seeking truth from facts, but in reality, the CCP is the most extreme example of the opposite.
The CCP has tampered with and twisted China’s history from ancient times to modern day including the true facts of the Sino-Japanese War, and the relationship between the CCP and the Kuomintang.
Reports and speeches from officials in all levels to newspaper editorials to the official statistics all exaggerate and twist the facts. In the process of seeking power, the CCP flaunted the banners of counter-dictatorship, demanding democracy and freedom, and has deceived the people. After gaining the political power, the CCP has continued to shamelessly brainwash the entire nation including young children with lies such as "there would be no China without the CCP", "only the CCP can save China", "the CCP is great, glorious and correct". It has been cheating the people into pledging loyalty to the CCP.
I am one of the millions of people who have been deceived by the CCP and had once wholeheartedly loved and spared no effort to follow the CCP. But when you wake up from the nightmare and discover what you had worshiped is actually a demon, and all it has made you do is go against your conscience, the feeling of being cheated and fooled is a mixture of the deepest anger, regret, and grief.
The CCP keeps proclaiming that it "serves the people", "besides the Chinese people's interest, the CCP has no interest of its own". In reality, the CCP has already degenerated into an organization of vested interests. Its extent of corruption exceeds that of any other political party in the world. In the words of the Chinese people, if you line up all the CCP officials, and regard them all as being corrupt, then there must be one or two being labeled unjustly. However, if you regard every other one as being corrupt, then there will definitely be many who slip through the net.
In the famous Shenyang Mu-Ma corruption scandal case in1999, over 20 senior officials had been arrested including the former secretary of the municipal Party committee, the mayor, the executive vice mayor, the municipal government secretary general, deputy secretary general, chief justice, and chief prosecutor of the procuratorate, chief of the national tax bureau, and chief of the financial bureau. The scene was like an avalanche, the domino effect; it was so shocking and helped to wake people up to the truth.
The corruption of the CCP not only manifests in officials using their authority to seize money, it also manifests predominantly in the corruption of the administration and the judicial system. In the Chinese government, even though there are some talented people being appointed, it is a common practice to buy and sell official positions. A popular saying is " not trying to suck up to higher officials without bribery, one can only go downhill; trying to suck up to higher officials without bribery, one can only stay in the same position; trying to suck up to higher officials with bribery, one will get immediate promotion".
The corruption in administration has given arise to some resourceful and powerful men who have connections all the way to the top. Relying on personal relationship with officials, they manipulate the transfers, appointments and dismissals of cadres, for their own personal advantages.
For example, the former secretary of the Shenyang municipal Party committee relied on a private business owner Liu Xiangdang as the go-between to make connections with officials in Beijing. Hence Liu gained control over this secretary.
Judicial corruption is an inevitable result and an important indicator of the CCP corruption. In China, a popular phenomenon is that almost all rich people, including mafia members have representatives and protectors inside the Party and government departments and the judicial system. These Party, government and judicial officials take advantage of their authority to interfere with the execution of the law so that when there is an economic dispute, these rich people and mafia members can turn from being unjustifiable to justifiable, from being defeated to winning the case. If they broke the law, convictions can be turned into proven innocence and imprisonment can be reduced to serving the sentence on probation.
When I was working in the public security agency, what agonized me the most is that on the surface you are combating criminals and mafia members, but in the end you realize that you are merely fighting people internally. Some of these internal people have lower ranks than you, more have higher ranks. They form a force that is strong enough to exhaust you and even crush you.
I have personally directed the arrest of Liu Yong, the biggest gang leader in Shenyang. The Shenyang mayor Mu Yixin is Liu's brother, and the Chief Justice Liu Shi of the Shenyang intermediate court is his adoptive father. Under the protection of these officials, Liu Yong ran riot with violence and homicide to accumulate wealth. Instead of being punished by law, he became the municipal deputy to the People's Congress.
This is the reality in China, total absence of justice in many places, the ordinary people have no place to right a wrong, and complaints can be heard everywhere. The CCP corruption also caused social morality to degenerate. The entire China is like an apple, rotten gradually from the core to outside.
The CCP's Constitution guarantees various freedoms for Chinese citizens, but in China, ordinary Party members and even some Party cadres have already disapproved, distrust and been non-supportive of the CCP. In order to maintain its crisis-ridden rule, the CCP implements high pressure police rule of the country towards the populace, blocks overseas information, and suppresses freedom of speech. Even correspondence between people inside and outside of mainland China is secretly and regularly examined by the national security department. The CCP distrusts all levels of its Party and government officials, especially the high-ranking ones. Officials above the deputy bureau level generally have their phone communications monitored, hence besides cell phones provided by the work place, some officials also use a private one for their own. Officials above the deputy director level cannot hold a private passport. They have to surrender their passports immediately after each business trip abroad. Through secret monitoring means the CCP collects evidence of financial problems or personal problems of officials, especially senior ones as grounds for controlling them.
If you keep in conform with the Party Central Committee led by Jiang Zemin, then you will not be investigated; otherwise, they will throw you in a fatal position with the dirt they have on you. Mr. Chen Xitong, the secretary of the Beijing Party committee is a typical example.
For countries and regions outside of China, especially the developed countries, the CCP spares no effort in collecting their political, economical, technological, and cultural intelligence. The Embassy and consulate staff and some reporters from Chinese news agencies carry such spying duties. Also, at least half of the business delegation members from China are Chinese officials, even from the national security organization. Here in Toronto in December 2002, I met an official from the Liaoning provincial department of National Security in a Chinese restaurant near East Chinatown, who had come to Canada with a business delegation.
The Only Way out for the CCP
Several months ago, The Epoch Times newspaper published the editorial series Nine Commentaries on the Communist Party, which exposed the nature of the CCP profoundly. It has triggered the wave of withdrawals from the CCP globally. Like a mansion that is on the brink of collapse, the CCP has already become a tottering regime. Blocking the information or launching a movement “to maintain the advanced nature of party members” would be useless. Opposing human nature and the principles that govern the universe, the CCP is destined to self-destruct.
The specter of Communism can no longer survive. The CCP has already become a synonym for brutality and deception. The CCP has already given up communism and class struggle itself. The CCP has already allowed capitalists to join the Party. The CCP is no longer the political party for the proletariat or the working class.
To the members in the CCP who still have a sense of justice, if you want to save yourself, you must take the path of being reborn and make a new start.
There is no need to continue saying one thing and doing another, it would be better for the policy makers to rename and convert the CCP into the People’s Party and implement true democracy, freedom, and govern by law. By doing so, China can avoid war and chaos, CCP members can escape from being killed, and the Chinese people can be spared from being plunged into an abyss of misery. China will be better without the CCP. This would be welcomed by the entire world. And by doing so, the Chinese nation will have a great future, and the CCP policymakers would have accumulated virtue by doing good for human kind. It is a win win situation, so why not do it?
